(a) Funds may not be encumbered out of a current fiscal years allocation for purchases in the succeeding fiscal year. This applies to purchases and services supported in part or in whole by Department funds on the part of the county/joinder or its providers.
(b) If a contractual agreement is entered into which extends beyond the end of one funding period, the time portion of the agreement after the end of the funding period shall be treated as a charge against the next funding period.
