State actions subsequent to the Reapportionment Plan are subject only to rational basis review because they do not burden a fundamental constitutional right or involve a suspect classification; therefore, the Plan is rationally related to legitimate State interests. Donatelli v. Mitchell, 2 F.3d 508, 510 (1993).
The final reapportionment plan is not violative of the Pennsylvania and United States Constitution and the Voting Rights Act. In re 1991 Pennsylvania Legislative Reapportionment Commission, 609 A.2d 132, 147 (Pa. 1992), cert. denied 112 S. Ct. 1971 (U. S. 1992) and 113 S. Ct. 66 (U. S. 1992).
