Petitioner’s lack of knowledge of State regulations was not a defense to his failure to comply with this section and the assurances from a representative for the company which sold the emissions inspection equipment that petitioner didn’t need an additional certificate were not sufficient to excuse petitioner’s lack of knowledge.
