The drivers license issued to a person who has a hearing or vision impairment as described below shall be coded to indicate that any vehicle operated by such person be equipped with an outside mirror:
(1) inability to hear or understand normal conversation spoken from five to six feet to the rear,
(2) vision in either eye of 20/100 or worse, with correction.
