(a) For individuals that may not have living family members or anyone that is currently advocating for them, the county or administrative entity, supports coordination organization, or the provider agency working with the individual should help the individual identify someone who knows the individual and would be willing to act as the individuals health care representative.
(b) The health care representative may be a friend, a family friend, someone in the individuals church or neighborhood, or someone that has worked with the individual in the past, but is no longer actively providing their services.
