  • The following words and terms, when used in this chapter, have the following meanings, unless the context clearly indicates otherwise:

    Act—The Mental Health and Mental Retardation Act of 1966 (50 P. S. § § 4101—4704).

    Annual plan—The description, submitted to the Department, of the services to be provided through the county program, the facilities which will furnish services, and the terms under which services will be furnished.

    Catchment area—A geographical territory of a city, county or combination of counties which has a minimum population of 75,000 and a maximum population of 200,000 and in which a full range of mental health and mental retardation services is available.

    Department—The Department of Human Services of the Commonwealth.

    Mental health/mental retardation (MH/MR) establishment—Premises or parts thereof, private or public, for the care of individuals who require care because of mental illness, mental retardation, or inebriety. The term shall not include the private home of a person who is rendering care to a relative.
