The following words and terms, when used in this part, have the following meanings, unless the context clearly indicates otherwise:
ApplicantAn adult who indicates to the county office that he wants to receive SBP; the guardian of the blind person; a relative, or an official of the institution in which the blind person is receiving medical care if the blind person is unable to apply for himself because of illness or infirmity.
SBPA blind pension payment entirely from State funds.
