Section 39.294. Control of movement of cars, cranes, and elevators

(a) Means shall be provided whereby the operator, whether motorman or elevator attendant, may prevent the starting of the equipment by unauthorized persons while he is absent from his post. Removable reverse levers or controller handles and locked doors to the cab of the operator are among the most effective means.
(b) The car control lever of passenger elevators should be located so that the operator may readily face the principal car opening. For cars and traveling cranes the car control should be so located that the operator may readily face the direction of travel.
