Section 277.281. General requirements

(a) A person or municipality that operates a construction/demolition waste landfill shall install, operate and maintain a monitoring system that can detect the entry of solid waste, solid waste constituents, leachate, contaminants or constituents of decomposition into the groundwater or surface water. The monitoring system shall comply with this section and § § 277.282277.288.
(b) A person or municipality may not construct, install or use a monitoring system for a construction/demolition waste landfill until that system has first been approved by the Department, in writing.
