Section 402. Persons Who Shall Use Citations

Law enforcement officers shall ordinarily institute summary proceedings by citation.
Comment It is intended that a wide variety of officials will have the authority to issue citations and shall do so as provided in these rules. Such authority is, of course, limited by the extent of the enforcement power given by law to such officials. Law enforcement officer includes police officer. See Rule 103.
