Section 115.5. Municipal recovery plans

(a) The coordinators plan will be subject to a public hearing. The coordinator may revise the plan as necessary to address comments or meet objections.
(b) The municipality may adopt or reject the coordinators plan.
(c) If the coordinators plan is rejected by the municipality, the municipality shall develop its own plan which will be subject to approval by the Secretary.
(d) If the Secretary rejects the municipal plan, Commonwealth funds will be withheld from the municipality under sections 251 and 264(d) of the act (53 P. S. § § 11701.251 and 11701.264(d)).
(e) If the municipalitys plan is adopted, a person designated by the governing body or by the chief executive officer in a home rule municipality, will assume the duties of plan coordinator.
