When the Authority has consistently experienced problems in obtaining information from an agency, which is needed to grant final engineering approval to projects under § § 73.141, 73.144 and 73.147 (relating to engineering guidelines), the Authority may require the agency to retain at least one licensed architect or licensed professional engineer to assist the Authoritys engineer in conducting his review of the agencys projects. The industrial development agencys engineering costs for a project will be an eligible project cost.
