     Under 28 Pa. Code § 1103.4(15) (relating to selection criteria for authorization and reauthorization), the WIC Program hereby publishes notice of minimum technology standards. A store applying to become a WIC Authorized store must have all of the following to be considered for authorization:

    Minimum Technology Standards

     An existing, active hard wire telephone line on the store's premises.

     An active e-mail account for the store owner or manager.

     Upon authorization, an active WIC Vendor Assistant (VA) account (obtained by accessing the WIC VA web site at https://wic.health.state.pa.us/VendorAssistant/).

     An Internet connection on store premises (one of the following):

     • Dial-up through an internet provider

     • Broadband DSL

     • Broadband cable

     A personal computer on store premises:

     • Internet browser capable of accessing the WIC Vendor Assistant web site

     • Adobe Reader software

     • If using CheckScan, the following minimum software and hardware are required. (Note: These are Windows XP minimum requirements; newer operating systems may require additional hardware.)

     • PC with 300 megahertz or higher processor clock speed

     • Microsoft Windows XP, Vista or Windows 7 operating system

     • Microsoft .Net Framework 2.0 or higher (software)

     • 256 mb RAM

     • 1.5 gigabytes of available hard drive space

     • An available USB port (Version 1.1 or 2.0)
