DEPARTMENT OF TRANSPORTATION Finding [29 Pa.B. 4829] Franklin County Pursuant to the provisions of 71 P. S. Section 2002(b), The Secretary of Transportation makes the following written finding:
The Department of Transportation plans to replace the Main Street Bridge which carries S. R. 4002 over West Branch Conococheague Creek. Bridge approach and shoulder work will also be included. The total length of the roadway improvements will be approximately 102 meters (335 Ft.). The subject project is located in Peters Township/Fort Loudon, Franklin County.
The proposed project will require acquisition of right-of-way from (3) three properties within the Fort Loudon Historic District totaling 0.05 hectares (0.125 acres). The Fort Loudon Historic District is eligible for inclusion in the National Register of Historic Places and, therefore, qualifies as a Section 2002 resource. The Main Street Bridge, which will be replaced, is considered a contributing element to the Historic District and, therefore, also qualifies as a Section 2002 resource.
Mitigation measures to be taken to minimize harm to the Section 2002 resources will include landscape protection and restoration, temporary roadway construction, bridge design and development of a marketing plan as specified in the CEE/Section 2002 Evaluation.
The environmental, economic, social, and other effects of the proposed project as enumerated in Section 2002 of the Administrative Code, have been considered. It has been concluded that there is no feasible and prudent alternative to the project as designed and all reasonable steps have been taken to minimize such effects.
No adverse environmental effect is likely to result from the project.
