William E. Murphy v. DEP and Lackawanna County Railroad Authority, Permittee; EHB Doc. No. 97-156-MR [27 Pa.B. 4051] William E. Murphy has appealed the issuance by the Department of Environmental Protection of an NPDES permit to Lackawanna County Railroad Authority for a facility in Monroe County: Coolbaugh, Pocono and Tobyhanna Townships and Mt. Pocono Borough.
