     The following temporary authority and/or permanent authority applications for the right to render service as a common carrier or contract carrier in this Commonwealth have been filed with the Pennsylvania Public Utility Commission. Formal protests and petitions to intervene must be filed in accordance with 52 Pa. Code (relating to public utilities). A protest shall indicate whether it applies to the temporary authority application, the permanent authority application, or both. Filings must be made with the Secretary, Pennsylvania Public Utility Commission, P. O. Box 3265, Harrisburg, PA 17105-3265, with a copy served on the applicant by August 23, 2010. Documents filed in support of the applications are available for inspection and copying at the Office of the Secretary between 8 a.m. and 4:30 p.m., Monday through Friday, and at the business address of the respective applicant.

    Application of the following for approval to begin operating as common carriers for transportation of persons as described under the application.

    A-2010-2189371. Jitney Home Care Transportation, Inc. (9155 Marshall Road, Suite 102, Cranberry Township, PA 16066), a corporation of the Commonwealth—persons, in paratransit service, from points in the Counties of Allegheny, Washington, Westmoreland, Armstrong, Butler, Lawrence and Beaver, to points in Pennsylvania, and return.     Applications of the following for amendment to the certificate of public convenience approving the operation of motor vehicles as common carriers for transportation of persons as described under each application.

    A-2010-2189189. Advantage Medical Transport, Inc. (733 Firehouse Lane, Harrisburg, Dauphin County, PA 17111), a corporation of the Commonwealth—for amendment to its common carrier certificate, which grants the right, inter alia, to transport, by motor vehicle, persons in paratransit service, from points in the City of Harrisburg, Dauphin County, and within an airline distance of 40 statute miles of the limits of said city, to points in Pennsylvania and return: So As To Permit the transportation of persons in paratransit service from points in the Counties of Dauphin, Lebanon, Lancaster, York, Cumberland, Adams, Franklin, Snyder and Perry to points in Pennsylvania, and return.

    A-2010-2189197. The Yellow Cab Company of Pittsburgh (1825 Liverpool Street, Pittsburgh, Allegheny County, PA 15233), a corporation of the Commonwealth, for an amendment to its common carrier certificate, which grants the right to transport, as a common carrier, by motor vehicle persons upon call or demand, in the Borough of Coraopolis, Allegheny County, the Townships of Moon, Crescent and Robinson, Allegheny County, and the Township of Findlay, Allegheny County, inter alia: So As To Permit the transportation of persons upon call or demand service in: (1) the Boroughs of Mars and Seven Fields, Butler County; (2) the Townships of Adams and Cranberry, Butler County; (3) the Townships of Marshall and Pine, Allegheny County; and (4) the Boroughs of Bradford Woods and Franklin Park, Allegheny County.     COMPLAINT

     The Pennsylvania Public Utility Commission (Commission) is a duly constituted agency of the Commonwealth of Pennsylvania empowered to regulate public utilities within the Commonwealth. The Commission has delegated its authority to initiate proceedings, which are prosecutory in nature to the Bureau of Transportation and Safety and other bureaus with enforcement responsibilities. Pursuant to that delegated authority and Section 701 of the Public Utility Code, the Bureau of Transportation and Safety Prosecutory Staff hereby represents as follows:

     1. That Jalmana, Inc., Respondent, maintains a principal place of business at 142 Willow Brook Road, Clifton Heights, PA 19018.

     2. That Respondent was issued a Certificate of Public Convenience by this Commission on September 30, 2004, A-00120824.

     3. That Respondent was advised by letter dated May 10, 2005, that its medallion authority was being transferred to the Philadelphia Parking Authority. At that time, Respondent was advised that its taxicab service which had an origin and destination outside of the City of Philadelphia remained subject to the regulatory oversight of the PA PUC.

     4. That Respondent was advised by letter dated September 4, 2009, that it failed to file a valid tariff with this Commission as required by 52 Pa. Code § 23.11. Respondent was provided 60 days to file an acceptable tariff. To date, Respondent has not filed an acceptable tariff. The penalty is $250.00.

    Wherefore, the Bureau of Transportation and Safety Prosecutory Staff hereby requests that the Commission fine Jalmana, Inc., the sum of two hundred and fifty dollars ($250.00) for the illegal activity described in the complaint and order such other remedy as the Commission may deem to be appropriate.

     1. That Gursharan Cab Co., Respondent, maintains a principal place of business at 205 Hampden Road, Upper Darby, PA 19079.

     2. That Respondent was issued a Certificate of Public Convenience by this Commission on March 12, 1999, A-00115592.

     3. That Respondent was advised by letter dated May 10, 2005, that its medallion authority was being transferred to the Philadelphia Parking Authority. At that time, Respondent was advised that its taxicab service which had an origin and destination outside of the City of Philadelphia remained subject to the regulatory oversight of the PA PUC.

     4. That Respondent was advised by letter dated August 31, 2009, that it failed to file a valid tariff with this Commission as required by 52 Pa. Code § 23.11. Respondent was provided 60 days to file an acceptable tariff. To date, Respondent has not filed an acceptable tariff. The Bureau of Transportation and Safety's Motor Carrier Services and Enforcement Prosecutory Staff's proposed civil penalty for this violation is $250.00.

    Wherefore, the Bureau of Transportation and Safety Prosecutory Staff hereby requests that the Commission fine Gursharan Cab Co., the sum of two hundred and fifty dollars ($250.00) for the illegal activity described in the complaint and order such other remedy as the Commission may deem to be appropriate.

     1. That G & T Cab Company, Respondent, maintains a principal place of business at P. O. Box 52221, Philadelphia, PA 19115.

     2. That Respondent was issued a Certificate of Public Convenience by this Commission on January 5, 1994, at A-00111025.

     3. That Respondent was advised by letter dated May 10, 2005, that its medallion authority was being transferred to the Philadelphia Parking Authority. At that time, Respondent was advised that its taxicab service which had an origin and destination outside of the City of Philadelphia remained subject to the regulatory oversight of the PA PUC.

     4. That Respondent was advised by letter dated September 11, 2009, that it failed to file a valid tariff with this Commission as required by 52 Pa. Code § 23.11. Respondent was provided 60 days to file an acceptable tariff. To date, Respondent has not filed an acceptable tariff. The Bureau of Transportation and Safety's Motor Carrier Services and Enforcement Prosecutory Staff's proposed civil penalty for this violation is $250.00.

    Wherefore, the Bureau of Transportation and Safety Prosecutory Staff hereby requests that the Commission fine G & T Cab Company, the sum of two hundred and fifty dollars ($250.00) for the illegal activity described in the complaint and order such other remedy as the Commission may deem to be appropriate.

     3. That Respondent was advised by letter dated May 10, 2005, that its medallion authority was being transferred to the Philadelphia Parking Authority. At that time, Respondent was advised that its taxicab service which had an origin and destination outside of the City of Philadelphia remained subject to the regulatory oversight of the PA PUC.

     4. That Respondent was advised by letter dated September 11, 2009, that it failed to file a valid tariff with this Commission as required by 52 Pa. Code § 23.11. Respondent was provided 60 days to file an acceptable tariff. To date, Respondent has not filed an acceptable tariff. The Bureau of Transportation and Safety's Motor Carrier Services and Enforcement Prosecutory Staff's proposed civil penalty for this violation is $250.00.

    Wherefore, the Bureau of Transportation and Safety Prosecutory Staff hereby requests that the Commission fine J & F Car Co., Inc., the sum of two hundred and fifty dollars ($250.00) for the illegal activity described in the complaint and order such other remedy as the Commission may deem to be appropriate.

    COMPLAINT

     The Pennsylvania Public Utility Commission (Commission) is a duly constituted agency of the Commonwealth of Pennsylvania empowered to regulate public utilities within the Commonwealth. The Commission has delegated its authority to initiate proceedings which are prosecutory in nature to the Bureau of Transportation and Safety and other bureaus with enforcement responsibilities. Pursuant to that delegated authority and Section 701 of the Public Utility Code, the Bureau of Transportation and Safety Prosecutory Staff hereby represents as follows:

     1. That Neighborhood Movers of Pittsburgh, respondent, maintains its principal place of business at 2665 South 18th Street, Pittsburgh, PA 15210.

     2. That respondent is advertising as a household goods mover on Craigslist, Inc. without holding a certificate of public convenience issued by the Commission authorizing it to do so.

     3. That on December 11, 2009, respondent advertised on Craigslist, Inc. The advertisement stated that Neighborhood Movers of Pittsburgh has been providing worry free moves for over six years. The following services were listed: load and unload, pack and unpack rental truck driving, local moves, long distance moves, furniture assembly, piano moving and pool table moving.

     4. That on January 23, 2009, respondent performed a household goods move for Gale Jackson from 237 Hutton Road, Pittsburgh, PA to 7856 Mark Drive, Verona, PA for compensation. The carrier was warned previously by the Pittsburgh District Office on March 24, 2008. The warning advised the carrier to 'cease and desist' from further advertisement and transportation of property/household goods within Pennsylvania and of the penalties associated with future violations.

     5. That respondent, in performing the acts described in Paragraphs 3 and 4 of this Complaint, violated the Public Utility Code, 66 Pa.C.S § 1101, in that Respondent held out to transport and transported household goods in use for compensation between points in the Commonwealth of Pennsylvania while not then holding a Certificate of Public Convenience issued by this Commission. The Bureau of Transportation and Safety Motor Carrier Services and Enforcement's Prosecutory staff's proposed civil penalty for each violation is $1,000.00 for a total of $2,000.00. Future violations may result in possible criminal prosecution with penalties up to $10,000.00 and one year in prison.

    Wherefore, the Bureau of Transportation and Safety Prosecutory Staff hereby requests that the Commission fine Neighborhood Movers of Pittsburgh the sum of two thousand dollars ($2,000.00) for the illegal activity described in this complaint and order such other remedy as the Commission may deem to be appropriate.

    COMPLAINT

     The Pennsylvania Public Utility Commission (Commission) is a duly constituted agency of the Commonwealth of Pennsylvania empowered to regulate public utilities within the Commonwealth. The Commission has delegated its authority to initiate proceedings, which are prosecutory in nature to the Bureau of Transportation and Safety and other bureaus with enforcement responsibilities. Pursuant to that delegated authority and Section 701 of the Public Utility Code, the Bureau of Transportation and Safety Prosecutory Staff hereby represents as follows:

     1. That Jhaj, Inc., Respondent, maintains a principal place of business at 16 Kenmore Road, Upper Darby, PA 19082.

     2. That Respondent was issued a Certificate of Public Convenience by this Commission on June 18, 2002, at A-00118840.

     3. That Respondent was advised by letter dated May 10, 2005, that its medallion authority was being transferred to the Philadelphia Parking Authority. At that time, Respondent was advised that its taxicab service which had an origin and destination outside of the City of Philadelphia remained subject to the regulatory oversight of the PA PUC.

     4. That Respondent was advised by letter dated September 4, 2009, that it failed to file a valid tariff with this Commission as required by 52 Pa. Code § 23.11. Respondent was provided 60 days to file an acceptable tariff. To date, Respondent has not filed an acceptable tariff. The Bureau of Transportation and Safety's Motor Carrier Services and Enforcement Prosecutory Staff's proposed civil penalty for this violation is $250.00.

    Wherefore, the Bureau of Transportation and Safety Prosecutory Staff hereby requests that the Commission fine Jhaj, Inc., the sum of two hundred and fifty dollars ($250.00) for the illegal activity described in the complaint and order such other remedy as the Commission may deem to be appropriate.
