     Technical guidance documents are available on the Department of Environmental Protection's (Department) web site at www.elibrary.dep.state.pa.us. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final technical guidance documents are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft technical guidance documents.

    Ordering Paper Copies of Department Technical Guidance

     The Department encourages the use of the Internet to view and download technical guidance documents. When this option is not available, persons can order a paper copy of any of the Department's draft or final technical guidance documents by contacting the Department at (717) 783-8727.

     In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

    Changes to Technical Guidance Documents

     Following is the current list of recent changes. Persons who have questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

    Draft Technical Guidance Document—Comment Period Extended

    DEP ID: 012-0900-003. Title: Policy on Public Participation in the Permit Review Process. Description: This policy establishes a framework for public participation in the permit application review process by providing consistent guidelines for how the Department encourages public participation in the review of a permit application and how it reviews and responds to comments received during the public participation process. The Department proposed making substantive revisions to this guidance document and opened it for public comment at 43 Pa.B. 3421 (June 22, 2013). By this notice, the Department is extending the public comment period until August 27, 2013.

    Written Comments: Interested persons may submit written comments on this draft technical guidance document by August 27, 2013. Comments submitted by facsimile will not be accepted. Comments, including comments submitted by e-mail must include the originator's name and address.     Withdrawal of Technical Guidance

    DEP ID: 385-2208-001. Title: Sewage Facilities Planning Module Review for Onlot Sewage Systems Proposed in High Quality and Exceptional Value Watersheds. Description: The purpose of the draft technical guidance was to recommend cost-effective and reasonable best management practices for individual and community onlot sewage systems that could be used to satisfy the antidegradation requirements in 25 Pa. Code Chapter 93 (relating to water quality standards). The draft technical guidance is being withdrawn as no longer necessary with the enactment of Act 41 of 2013. This act amends the Pennsylvania Sewage Facilities Act (Act 537) to state that individual and community onlot sewage systems designed and approved in accordance with Act 537 and its regulations (see 25 Pa. Code Chapters 71—73 (relating to administration of sewage facilities planning program; administration of sewage facilities permitting program; and standards for onlot sewage treatment facilities)) will satisfy antidegradation requirements of the Clean Streams Law and its regulations (see 25 Pa. Code Chapter 93). The Department will no longer require supplemental antidegradation analysis for new land development projects in High Quality and Exceptional Value watersheds.
