       By filing No. 07-Y Capital BlueCross and Capital Advantage Insurance Company requests approval to increase rates for its Individual Direct Pay Comprehensive Major Medial Benefit Contract with a $750 Deductible for HIPAA and HCTC Eligible Individuals (Form No. IA-COMP750h-C) and Individual Direct Pay Comprehensive Major Medial Benefit Contract with a $1,500 Deductible for HIPAA and HCTC Eligible Individuals (Form No. IA-COMP1500h-C). The filing requests an overall increase of 9.9%. The current and requested rates are as follows:

       The proposed rate increase will affect about 526 contracts and will produce additional revenue of about $395,880 annually. The requested effective date of the change is January 1, 2008.

       Unless formal administrative action is taken prior to November 8, 2007, the subject filing may be deemed approved by operation of law.
