Capital Blue Cross; Filing No. 98-R; Capital Blue Cross Special Care Program Rate Increase [28 Pa.B. 4217] Capital Blue Cross proposes to increase the rates for the Special Care Program. The proposed increase is 18.8%. This rate change will produce an estimated additional annual income of $1.0 million and will affect approximately 7,090 contracts. An effective date of January 1, 1999 is requested.
