    Lobbying Disclosure Act; Availability of Electronic Filing

       On August 9, 1999, the Lobbying Disclosure Reporting System (LDRS) was activated for public use as the electronic filing component of the State Ethics Commission's (Commission) web site. Lobbyists and principals will be able to register and report electronically upon obtaining a digital signature.

       Digital signatures will be issued beginning August 16, 1999. A digital signature may be obtained by filing SEC Form 1300b, ''Application to Register and Report Electronically,'' with the Commission. The SEC Form 1300b may not be filed electronically. However, it may be downloaded from the Commission's web site and then printed. The SEC Form 1300b may also be obtained by calling (717) 783-1610 or (800) 932-0936; e-mailing: ethics@state.pa.us; or writing to: State Ethics Commission, 309 Finance Building, P. O. Box 11470, Harrisburg, PA 17108-1470. Individuals who have already filed an application for a digital signature with the Commission do not have to file another application. Individuals will be contacted when the digital signature is assigned.

       The SEC Form 1300, ''Principal Registration Statement/Amended Registration Statement'' and SEC Form 1301, ''Lobbyist Registration Statement/Amended Registration Statement,'' may also be downloaded from the Commission's web site and then printed.
