    HAVA Organizational Grant Information

       The administration of elections has drastically changed due to the passage of Federal and State legislation. The Federal Help America Vote Act of 2002 (HAVA) includes funding to assist states and their political subdivisions to accomplish many of HAVA's mandates. The Department of State (Department) applied for and received the Commonwealth's share of these funds. In accordance with its responsibility for the disbursement of these Federal subsidies, the Department has established a Federal HAVA grant administration process.

       Under the State Plan the Commonwealth filed with the United States Election Assistance Commission, the funding received under HAVA may be used only for the purpose of ensuring compliance with HAVA and other activities authorized by HAVA. The State Plan expressed a commitment to consider funding entities other than counties, if sufficient funds were available. The Department has set aside a limited amount of its Title II HAVA funds for use by nonpartisan regional or local community based organizations that intend to establish new programs or enhance existing programs that fulfill the purposes of HAVA.

       To facilitate the delivery of Federal funds to organizations, the Department has prepared a Title II organization grant application. Through this application, organizations will be able to apply for HAVA funding that it will use to support the efforts that it must describe in a Program Plan and Justification Narrative that should be designed to fulfill the purposes envisioned by HAVA.
