DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT Community Services Block Grant State Plan for Federal Fiscal Years 2012 and 2013 [41 Pa.B. 4123]
[Saturday, July 30, 2011]As a result of the Omnibus Budget Reconciliation Act of 1981 (act) (Pub. L. No. 97-35), the Commonwealth accepted the Community Services Block Grant (Grant) for the purpose of providing a full range of services and activities having a measurable and potentially major impact on the causes of poverty in a community or those areas of a community where poverty is a particularly acute problem. Section 676 of the act requires the lead agency to develop the state plan to be submitted to the Secretary of the Department of Health and Human Services (DHHS), and that the plan be developed with input from the public, through the provision of an opportunity to comment on the proposed use and distribution of the funds to be provided through the Grant and allotments for the period covered by the state plan.
The Department of Community and Economic Development (Department) has been designated, under the act of July 10, 1986 (P.L. 1263, No. 116) and continued by the Community Services Block Grant Act (62 P.S. §§ 2992.1—2992.13) by the Governor of the Commonwealth, to be the lead agency for the administration of the Grant.
The Department publishes notice of a public hearing to be held at 11 a.m. on Thursday, August 11, 2011, in Conference Room 4-East, Commonwealth Keystone Building, 400 North Street, 4th Floor, Harrisburg, PA 17120. The purpose of this hearing is to receive comments on the Grant proposed state plan to be submitted to the DHHS for the Fiscal Years of 2012 and 2013.
The plan is available for review on the Department's web site at www.newpa.com or may be obtained by contacting the Department of Community and Economic Development, Community Empowerment Division, 4th Floor, Commonwealth Keystone Building, 400 North Street, Harrisburg, PA 17102, (717) 787-1984.
Written comments will be accepted until 5 p.m. on Friday, August 12, 2011, and should be sent to Vicki Lori, Community Empowerment Division, at the address listed previously.
