       Capital Blue Cross and Pennsylvania Blue Shield propose to adjust the rates for the Individual Comprehensive Major Medical Programs known as ClassicComp. In addition, due to significant differences in cost and utilization experience between HIPAA eligible and non-HIPPA eligible contractholders, separate rate increases are being proposed for these two pools. The proposed average increase for non-HIPPA eligible contractholders is 9.2% and the proposed average increase for HIPPA eligible contractholders is 66.84%. This rate change will produce an estimated additional annual income of $2.392 million and will affect approximately 5,220 contracts. An effective date of January 1, 2001, is requested.

       Copies of the filing are available for public inspection during normal working hours, by appointment, at the Insurance Department's Harrisburg Regional Office.

       Interested parties are invited to submit written comments, suggestions or objections to Rashmi Mathur, Actuary, Bureau of Accident and Health Insurance, Insurance Department, 1311 Strawberry Square, Harrisburg, PA 17120, within 30 days after publication of this notice in the Pennsylvania Bulletin.
