  • Cleanup Standards Scientific Advisory Board, Subcommittee on Attainment Meeting on Nonaqueous Phase Liquids

       The Cleanup Standards Scientific Advisory Board (Board) Subcommittee on Attainment will meet on July 2, 2004, 9 a.m. to 11:30 a.m. to discuss issues related to developing guidance on the assessment and removal feasibility of nonqueous phase liquids (NAPL) from groundwater. The meeting will be held in the large conference room on the 14th Floor, Rachael Carson State Office Building, 400 Market Street, Harrisburg, PA.        The standard regulatory approach with regard to NAPL is to recover NAPL to the maximum extent practicable. Experience indicates that using this approach leads to a ''no endpoint'' strategy that has no specific objectives. The lack of characterization of NAPL distribution and characteristics leads to ineffectively applied technology to remediate NAPL. This leads to delayed closures, backlogs and over-allocation of limited resources.
