       Technical guidance documents are on the Department of Environmental Protection's (Department) website (www.dep.state.pa.us) at the Public Participation Center page. The ''May 2002 Inventory'' heading is the Governor's list of nonregulatory guidance documents. The ''Final Documents'' heading is the link to a menu of the various Department bureaus and from there to each bureau's final technical guidance documents. The ''Draft Technical Guidance'' heading is the link to the Department's draft technical guidance documents.

       The Department will continue to revise its nonregulatory documents, as necessary, throughout 2002.

    Ordering Paper Copies of Department Technical Guidance

       The Department encourages the use of the Internet to view guidance documents. When this option is not available, persons can order a bound paper copy of the latest inventory or an unbound paper copy of any of the final documents listed on the inventory by calling the Department at (717) 783-8727.

       In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

    Changes to Technical Guidance Documents

       Following is the current list of recent changes. Persons who have questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

    Final Technical Guidance

       DEP ID: 013-0830-007. Title: Formats for Required Electronic Deliverable GIS Attachments. Description: The Department is implementing web-based applications and reporting tools to be used by applicants for permits and reporting required by permits or other regulatory requirements. As part of this effort, this policy establishes the standards, requirements and acceptable formats for external and internal electronic GIS attachments. This document identifies the standards that should be followed to ensure that GIS-related items submitted to the Department will be in an acceptable format. Effective Date: June 22, 2002.     Notice of Intent to Rescind

       The Department will rescind the following documents:

       DEP ID: 250-2100-751. Title: Permit Applications with Out-of-State Notarization. Description: As of December 23, 2000, information contained in this guidance was incorporated into the Commonwealth's municipal waste regulations, making the technical guidance document no longer needed.

       DEP ID: 254-2154-720. Title: Municipal Sludge Allowed at Agricultural Utilization Sites. Description: The procedure referenced in this document is no longer in use. The permits referenced in this guidance document are now administered by the Bureau of Water Quality Management under entirely new regulations. Since this document contains out-of-date and incorrect information, it will be rescinded from the Bureau's technical guidance inventory.

       DEP ID: 254-2154-740. Title: Single Permit for Multiple Agricultural Utilization Sites. Description: The procedures outlined in this document are now implemented by the Bureau of Water Supply and Wastewater Management under entirely new regulations. Since the document contains out-of-date and incorrect information, it will be rescinded from the Bureau's technical guidance inventory.

       DEP ID: 254-2163-719. Title: Approval of Beneficial Use by Order of the Department. Description: This document describes the procedures to be used to approve the beneficial use of municipal waste in accordance with 25 Pa. Code § 271.232. With the promulgation of the Commonwealth's municipal waste regulations on December 23, 2000, the process referred to in this document was deleted from the Commonwealth's municipal waste regulations and replaced by a general permit process. Since this guidance document provides the public with incorrect and out-of-date information, it will be rescinded.

       DEP ID: 254-4000-749. Title: Proper Identification and Disposal of Mixed Loads of Municipal/Residual Waste. Description: As of January 13, 2001, information contained in this guidance was incorporated into the Commonwealth's residual waste regulations, making it no longer needed.

       DEP ID: 258-2181-771. Title: Policy and Procedure for Implementing Interim Operating Requirements in the Residual Waste Regulations. Description: This document provides information that explains the procedures the Department shall use to enforce the operating requirements on an interim basis, during the transition period, for unpermitted and permitted facilities including: permitted processing and disposal facilities; unpermitted processing and disposal facilities; and permitted and unpermitted storage impoundments. The processes identified in this document are no longer used by the Department. The facilities applicable to this guidance now must either be repermitted or closed. Since the guidance document contains out-of-date information, it will be rescinded from the Bureau's technical guidance inventory.

       DEP ID: 258-5100-761. Title: Cleanup Standards Under the Residual Waste Regulations. Description: The cleanup standards referenced in this document are now included in the Commonwealth's municipal and residual waste regulations, making it no longer needed by the public.

       DEP ID: 258-2100-769 Title: Coproduct Determinations in the Residual Waste Program. Description: The Department has incorporated new requirements, effective in January 2001, into the amendments of the residual waste regulations, 25 Pa. Code § 287.8 This older document is incorrect, unnecessary and will be rescinded.
