     The Department of Environmental Protection (Department) provides notice of the following certification or recertification requests that have been submitted under the Nutrient Credit Trading Program. See 25 Pa. Code § 96.8 (relating to use of offsets and tradable credits from pollution reduction activities in the Chesapeake Bay Watershed), published at 40 Pa.B. 5790 (October 9, 2010).

     The information described in this notice relates to submitted certification requests received in spring of 2013.

    Certification Requests

     The following requests are being reviewed by the Department. The Department will accept written comments on these proposed pollutant reduction activities for 30 days.

    Applicant Pollutant Reduction Activity Description
    CET on behalf of Borough of Tyrone Wastewater Treatment
    Facility. (Blair County) (NPDES Permit No. PA-0026727)
    This certification request is for nutrient reduction credits to be generated from the pollutant reduction activity of the borough's installed wastewater treatment process.
    The EADS Group on behalf of Duncansville Municipal
    Authority. (Blair County) (NPDES Permit No. PA-0032883)
    This certification request is for nutrient reduction credits to be generated from the pollutant reduction activity of Duncansville installed wastewater treatment process.
    CS Davidson, Inc. on behalf of Jefferson Codorus Joint
    Authority. (York County) (NPDES Permit No. PA-0248061)
    This certification request is for nutrient reduction credits to be generated from the pollutant reduction activity of the Authority's installed wastewater treatment process.
    James Holley & Associates on behalf of Stewartstown
    Borough Authority (York County) (NPDES Permit No.
    PA0036269)
    This certification request is for nutrient reduction credits to be generated from the pollutant reduction activity of the borough's installed wastewater treatment process.
    Snyder Conservation District on behalf of Mac Curits
    Poultry.
    This certification request is for nutrient reduction credits to be generated from the incineration of poultry litter.
    Applicant Pollutant Reduction Activity Description
    Lycoming County Conservation District on behalf of the
    following operators.

    1. Cameron Koons, Franklin Township
    2. Charles Bosch, Clinton Township
    3. Wayne and Steve Vandine, Muncy Creek Township
    4. Myron and Joanne Knepp, Limestone Township
    5. Ellen and Wayne Fogleman, Muncy Creek
    6. Tom Styer, Muncy Creek
    7. Noah Martin, Cogan Station Township
    8. Charles Ulmer, Jr., Hepburn Township
    This certification request is for nutrient reduction credits to be generated from advanced agricultural field practices such as cover crops and continuous no-till.

    Written Comments

     Interested persons may submit written comments on this proposed pollutant reduction activity by July 15, 2013. The Department will accept comments submitted by e-mail, but comments submitted by facsimile will not be accepted. A return name and address must be included in each e-mail transmission.
