Availability of Technical Guidance [43 Pa.B. 2513]
[Saturday, May 4, 2013]Technical guidance documents are available on the Department of Environmental Protection's (Department) web site at http://www.elibrary.dep.state.pa.us. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final technical guidance documents are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft technical guidance documents.
Ordering Paper Copies of Department Technical Guidance
The Department encourages the use of the Internet to view and download technical guidance documents. When this option is not available, persons can order a paper copy of any of the Department's draft or final technical guidance documents by contacting the Department at (717) 783-8727.
In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.
Changes to Technical Guidance Documents
Following is the current list of recent changes. Persons who have questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.
Draft Technical Guidance, Substantive Revision
DEP ID: 275-2101-001. Title: Air Quality Operating Permit Protocol. Description: The Department believes that timely and consistent permit application determinations are necessary to ensure that the air quality needs of the Commonwealth are fully met. The Department-wide policy known as Money Back Guarantee (MBG) has been replaced by Permit Decision Guarantee Program (PDGP), which sets forth enhanced permitting procedures intended to enhance timeliness of the permitting process and has already been implemented. This existing February 23, 1996, guidance document which provides guidance for regional personnel in reviewing plan approval applications and conducting permit inspections references MBG, necessitating amendment to reference the new PDGP. In addition, minor changes are included to reflect current program procedures that have evolved since 1996 that also enhance the timeliness of the permit processing. Although this policy is being updated to reflect the current plan approval fees specified in 25 Pa. Code § 127.702 (relating to plan approval fees), there are no fee increases established by this policy. The scope of the policy is limited to operation of the permitting program.
Written Comments: Interested persons may submit written comments on this draft technical guidance document by June 3, 2013. The Department will accept comments submitted by e-mail, but comments submitted by facsimile will not be accepted. A return name and address must be included in each e-mail transmission.
