That interested parties shall submit suggestions, comments, or objections no later than thirty days from the publication of this Order in that Bulletin.

The order shall control subsequent proceedings before the Court on the record, unless modified by the Court or a panel of the Court on the record. The parties shall have the right to [note, on the record,] file objections to any part of the Order [of the Conference Judge] within 15 days of its entry.
