       A-310226F2000. Western Union Communications, Inc. Application for approval for abandonment of interexchange telecommunications services as a reseller of toll services.

       On June 23, 1998, Western Union Communications, Inc. (Western Union) filed to abandon service as an interstate reseller. Concurrently, Western Union filed a tariff supplement to amend the expiration date of its Historical Telegram Series collector-series debit cards from 1 year after the date of first use to 1 year from the date of purchase.

       The Pennsylvania Public Utility Commission has conditionally approved the tariff change and abandonment application subject to Western Union agreeing to provide public notice of the right of all cardholders to obtain a refund of the unused portion of any debit card affected by the tariff change.

       Current owners of a Western Union Historical Telegram Series Phone Card, for a period of 45 days following newspaper publication as directed by the Commission, may mail the card to Western Union for a refund of an amount equal to the unused portion of the card. All cards have a maximum their of $5.
