       Pursuant to the provisions of 71 P. S. Section 2002(b), the Secretary of Transportation makes the following written finding:

       The Department of Transportation plans to replace the existing Campbell's Bridge over Unami Creek on SR 4027, Allentown Road, Milford Township, Bucks County. The Project involves removal and replacement of the existing bridge, minor roadway realignment, and widening of the bridge approaches.

       The proposed Project is subject to a Section 2002 Evaluation due to the use of two resources. The Project will have an ''Adverse Effect'' on Campbell's Bridge, listed on the National Register of Historic Places, which will be demolished and replaced with a new single or 2-span bridge traversing Unami Creek. Also, 0.29 acres of land will be used from the Milford Township Park for highway right-of-way.

       PennDOT shall mitigate the impacts to the replacement of Campbell's Bridge in accordance with the Stipulations contained in the Memorandum of Agreement (MOA) signed by the State Historic Preservation Office, the Pennsylvania Department of Transportation, and the U.S. Army Corps of Engineers. PennDOT shall ensure that all criteria and stipulations of the MOA are completed and properly documented as per the Conditions contained therein. Additionally, the adjacent Milford Township Park impacts will be minimized by avoiding all recreation facilities, and roadway embankment will be reseeded in indigenous grasses and specimen trees. The Sholl Mill House, an adjacent historic resource that is considered eligible for the National Register of Historic Places, will be unaffected by this Project.

       I have considered the environmental, economic, social, and other effects of the proposed project as enumerated in Section 2002 of the Administrative Code, and have concluded that there is no feasible and prudent alternative to the project as designed, and all reasonable steps have been taken to minimize such effect.

       No adverse environmental effect is likely to result from the replacement of this bridge.
