Application of Trans-Allegheny Interstate Line Company (TrAILCo) for approval to locate and construct three 138 kV transmission lines, one 500 kV transmission line and related facilities, collectively, the Trans-Allegheny Interstate Line (TrAIL), in portions of Washington and Greene Counties, PA. In addition, the applicant asks the Pennsylvania Public Utility Commission (Commission) to grant to TrAILCo: 1) an exemption from municipal zoning regulation with respect to the construction of buildings; 2) authority as a public utility in this Commonwealth; 3) authorization to exercise certain eminent domain authority in this Commonwealth; and 4) approval of certain arrangements between TrAILCo and an affiliated utility, West Penn Power Company, needed to facilitate the siting and construction of TrAIL.
Formal protests and petitions to intervene must be filed on or before May 29, 2007, in accordance with 52 Pa. Code (relating to public utilities). Filings must be made with the Secretary, Pennsylvania Public Utility Commission, P. O. Box 3265, Harrisburg, PA 17105-3265, with a copy served on the applicant and a copy provided to the administrative law judge. The documents filed in support of the application are available for inspection and copying at the Office of the Secretary between 8 a.m. and 4:30 p.m., Monday through Friday, and at the applicant's business address.
