       Technical Guidance Documents are on DEP's World Wide Web site (www.dep.state.pa.us) at the Public Participation Center. The ''2000 Inventory'' heading is the Governor's List of Non-regulatory Documents. The ''Final Documents'' heading is the link to a menu of the various DEP bureaus and from there to each bureau's final technical guidance documents. The ''Draft Technical Guidance'' heading is the link to DEP's draft technical guidance documents.

       DEP will continue to revise its documents, as necessary, throughout 2000.

    Ordering Paper Copies of DEP Technical Guidance

       The Department encourages the utilization of internet access to obtain guidance documents. If this option is not available, persons can order a bound paper copy of the latest Inventory or an unbound paper copy of any of the final documents listed on the Inventory by calling DEP at (717) 783-8727.

       In addition, bound copies of some of DEP's documents are available as DEP publications. Please check with the appropriate bureau for more information about the availability of a particular document as a publication.

    Changes to Technical Guidance Documents

       Here is the current list of recent changes. Persons who have any questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.     Draft Guidance--Substantive Revision

       DEP ID:  383-3120-101 Title: Surveillance Strategy and Implementation Guidance Description: The Surveillance Strategy and Implementation Guidelines has been revised to include a ''Certification of Responsibility'' statement on the PWS Inventory and Brief Description Form (3800-FM-WSM0033). The addition of the statement is necessary to comply with the capability enhancement requirements of the 1996 amendments to the federal Safe Drinking Water Act. The amendments require that states obtain the legal authority or other means to ensure that all new community and nontransient noncommunity water systems commencing operation after October 1, 1999, demonstrate technical, managerial, and financial capability or lose 20% of the State Revolving Loan Fund monies to which they are entitled. The EPA has approved Pennsylvania's capability enhancement program for new systems. Comment Period Ends: May 1, 2000 Anticipated Effective Date: June 1, 2000.     Notice to Rescind

       DEP ID:  254-2163-742 Title: Management of Waste Tires Description: In 1996, the Pennsylvania Legislature enacted Act 190, the Waste Tire Recycling Act. This Act and the subsequent regulations developed to implement this Act make the original policy No. 254-2163-742 (1990) redundant and no longer necessary.     Final Guidance

       DEP ID:  361-0300-002 Title: Field Application of Manure Description: This document is the second supplement to the nine sections of the Manure Management Manual. It describes approved practices for the application of livestock and poultry manure in Pennsylvania. It also works in conjunction with requirements under the Nutrient Management Act and the Pennsylvania Strategy for Concentrated Animal Feeding Operations.
