    Consolidated Plan; 2008 Annual Performance and Evaluation Report

       The Department of Community and Economic Development is preparing its Consolidated Annual Performance and Evaluation Report (CAPER) on the progress and accomplishments made during 2008 in implementing the Commonwealth's Consolidated Plan for Federal Fiscal Years 2004-2008. This document must be submitted to, and approved by, the United States Department of Housing and Urban Development (HUD) for the Commonwealth and organizations within the State to receive funding under most HUD housing and community development programs. The Consolidated Plan creates a unified strategy for housing and community development programs, as well as the necessary linkages for building successful neighborhoods and communities.

       The Commonwealth has allocated funds under several programs, namely: Community Development Block Grant, HOME Investment Partnerships, Emergency Shelter Grant and Housing Opportunities for Persons with AIDS. The CAPER discusses accomplishments in relation to goals and objectives identified in the Action Plan of the Consolidated Plan.

       The CAPER assesses the goals and objectives of this strategic plan; how the Commonwealth is affirmatively furthering fair and affordable housing; the activities of the Continuum of Care; as well as how resources in community development and housing are being leveraged.

    Citizen Comments

       Individuals or organizations may provide written comments regarding the CAPER. The report will be available for review at www.newpa.com or for more information, call (717) 787-5327. Comments will be accepted about funded activities, community development, housing, the content of the CAPER and the process by which public input is gathered. The Commonwealth encourages public participation in this process.
