       Under section 2002(b) of The Administrative Code of 1929 (71 P. S. § 512(b)), the Chief Engineer for Highway Administration makes the following written finding:

       The Department of Transportation (Department) plans to reconstruct a portion of East Ohio Street, SR 0028, Section A09/A10 in the City of Pittsburgh, Allegheny County. The referenced project involves the use of five known section 2002 resources: the Greek Revival House No. 1; the Greek Revival House No. 2; the Marohnic House and Bookstore; the 31st Street Bridge, as well as the Millvale Riverfront Park and Walking Trail. The first four named resources are structures eligible for the National Register of Historic Places. The last named resource is a publicly-owned park and is considered a section 2002 resource. There is also the potential for use of currently unknown archaeological resources. The effect of this project on the said section 2002 resources will be mitigated by the measures to minimize harm to the resources outlined in the executed Programmatic Agreement for the subject project.

       The Chief Engineer for Highway Administration has considered the environmental, economic, social and other effects of the proposed project as enumerated in section 2002 of The Administrative Code of 1929 and has concluded that there is no feasible and prudent alternative to the project as designed and all reasonable steps have been taken to minimize such effect.

       No adverse environmental effect is likely to result from the reconstruction of this portion of East Ohio Street.
