  • Notice of Approval of Projects Located in a Floodplain

       A notice appeared in this bulletin on February 24, 2001, inviting comments regarding a project being proposed by the Commonwealth of Pennsylvania that will use grant funds from the U. S. Department of Housing and Urban Development (HUD) to provide lead-safe vacant, rental, and privately-owned housing. The project area includes the following communities, which are located in a 100-year floodplain: Montgomery County and the Cities of Erie, Harrisburg, Johnstown, and Scranton.

       This follow-up notice is required by Section 2(a)(4) of HUD Executive Order 11988 for Floodplain Management, and by Section 2(b) of HUD Executive Order 11990 for the Protection of Wetlands, and is implemented by HUD regulations found at 24 CFR 55.20 (b) (1) for HUD actions that are within and/or affect a floodplain or wetland.

       The Commonwealth of Pennsylvania completed an evaluation to determine potential impacts on the floodplain and possible alternative actions, and has determined that the activities will have no significant impact on the environment for the following reasons:

       1.  The projects involve existing users and do not involve new construction or ground disturbance.

       2.  The projects will not increase the area of the floodplain nor will the projects increase downstream flooding.

       All interested agencies, groups, and persons disagreeing with the proposed action are invited to submit written comments for consideration by the Commonwealth of Pennsylvania to the office of Jennifer H. Thompson, Bureau of Family Health, Division of Maternal and Child Health P. O. Box 90, Room 725 Health & Welfare Building, Harrisburg, PA, 17108. Such written comments should be received at the above address on or before March 24, 2001.
