       Under section 2002(b) of The Administrative Code of 1929 (71 P. S. § 512(b)), the Secretary of Transportation (Secretary) makes the following written finding:

       The Department of Transportation (Department) plans to replace the Meyers Bridge (Delaware County Bridge No. 209) which carries Old Forge Road over Rocky Run in Middletown Township, Delaware County. The project also includes widening of the bridge approaches and minor improvements along Yearsley Mill Road. The subject project will require the use of approximately 0.23 hectare (0.58 acre) of the Emlen Mill Historic District and will require the acquisition of approximately 0.05 hectare (0.13 acre) of right-of-way from the district. The Emlen Mill Historic District is recommended eligible for listing in the National Register of Historic Places.

       The environmental, economic, social and other effects of the proposed project as enumerated in section 2002 of The Administrative Code of 1929 have been considered. It has been concluded that there is no feasible and prudent alternative to the project as designed and all reasonable steps have been taken to minimize the effects. In order to minimize the harm to the section 2002 protected property impacted by the project, the replacement bridge abutments and wingwalls will be constructed with an architectural stone form liner and color to provide the appearance of stone facing.

       The Secretary has considered the environmental, economic, social and other effects of the proposed project as enumerated in section 2002 of The Administrative Code of 1929 and has concluded that there is no feasible and prudent alternative to the project as designed, and all reasonable steps have been taken to minimize the effect. No adverse environmental effect is likely to result from the reconstruction of this section of highway.
