   P-2008-2021608. West Penn Power Company, d/b/a Allegheny Power. Petition of West Penn Power Company, d/b/a Allegheny Power for approval of its Retail Electric Default Service Program and Competitive Procurement Plan for Service at the Conclusion of the Restructuring Transition Period for Tariff 37 Providing Service to The Pennsylvania State University.
