[Saturday, February 21, 2015]There is a public comment period to review the draft Application prepared by the Commonwealth for the 2015 Community Development Block Grant (CDBG)—National Disaster Resilience Competition (NDR) funds. The public comment period is from February 21, 2015, through March 9, 2015.
The United States Department of Housing and Urban Development (HUD) issued a notice at 79 FR 62654 (October 20, 2014) which establishes the Nationwide com-petitive grant process for $1 billion of CDBG-NDR funds. The Commonwealth is an eligible applicant for this competitive grant. The grant is to be administered by the Department of Community and Economic Development (Department), or another Commonwealth agency designated by the Governor. The HUD notice published at 79 FR 62654 requires the Commonwealth to notify and provide its citizens an opportunity to comment and provide input on the draft Application or any substantial amendment to the Application, or both.
The purpose of the CDBG-NDR program is to assist disaster recovery in the most impacted and distressed areas declared a major Federal disaster in 2011, 2012 or 2013. The allocations for this funding will be based on a review of the applications submitted by 67 eligible applicants from Presidentially-declared disasters that occurred in 2011, 2012 or 2013, and estimates of remaining unmet need. These funds are separate and distinct from the annual allocation of CDBG funds, and any CDBG-Disaster Recovery funds.
The draft Application and supporting documentation is available for a 15-day public comment period and can be viewed on the Department's web site under the Disaster Recovery section at http://www.newpa.com/community/disaster-recovery. The text is available to sight-impaired persons by means of the Department's web site at the link listed previously. A translation into Spanish is also available on the Department's web site. The final version of the Application will be submitted to HUD no later than March 16, 2015.
