       Under section 2002(b) of The Administrative Code of 1929 (71 P. S. § 512(b)), the Deputy Secretary for Highway Administration makes the following written finding:

       The Department of Transportation (Department) plans to replace the existing Yeakle Mill Bridge over Little Cove Creek in Warren Township, Franklin County. The project includes minor approach roadway work in conjunction with replacing the bridge. The Yeakle Mill Bridge is listed in the National Register of Historic Places and is a contributing element to the National Register Eligible Yeakle Mill Historic District. The effect of this project will be mitigated by a Memorandum of Agreement (MOA) for the proposed action, which has been signed by all appropriate agencies. The MOA includes a stipulation for a commitment to prepare a Historic American Engineering Record documentation package as a permanent record of the bridge's existence. In addition, the MOA includes the stipulation that engineering designs for the project shall maintain the historic fabric of the historic district with the use of stone face form liners, weathered steel guide rail and muted colored concrete.

       The Deputy Secretary for Highway Administration has considered the environmental, economic, social and other effects of the proposed project as enumerated in section 2002 of The Administrative Code of 1929 and has concluded that there is no feasible and prudent alternative to the project as designed and all reasonable steps have been taken to minimize effects.
