     Under the Solid Waste Management Act (35 P. S. §§ 6018.101—6018.1003), the Municipal Waste Planning, Recycling and Waste Reduction Act (53 P. S. §§ 4000.101—4000.1904) and residual waste regulations for a General Permit to operate residual waste processing facilities and the beneficial use of residual waste other than coal ash, the Department of Environmental Protection (Department) by this notice informs the public of the issuance of General Permit Number WMGR097R017 to Clean Earth, Inc., 334 South Warminster Road, Hatboro, PA 19040; Site: 212 Colvin Road, Williamsport, PA 17701. This permit is for research and development activities to support the processing prior to beneficial use of residual waste. The project involves stabilizing drill cuttings using cement, diatomaceous earth, soils, sands, clays, vermiculite, lime, lime kiln dust, cement kiln dust and coal ash for beneficial use at brownfield remediation sites. The permit was issued by the Department on November 29, 2011.
