Department of Community and Economic Development--Community Development Grant Program; Regulation No. 4-80 On October 24, 2005, the Independent Regulatory Review Commission (Commission) received this regulation from the Department of Community and Economic Development (Department). This rulemaking amends 12 Pa. Code Chapter 141. On November 15, 2005, the Department tolled and resubmitted the regulation. Notice of proposed rulemaking was omitted for this regulation; it will become effective upon publication in the Pennsylvania Bulletin.
The regulation updates the Department's existing Community Development Block Grant regulations as they relate to the U. S. Department of Housing and Urban Development Section 108 Loan Guarantee Program.
We have determined this regulation is consistent with the statutory authority of the Department (35 P. S. § 1764) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

Environmental Quality Board--Environmental Laboratory Accreditation; Regulation No. 7-392 On January 5, 2005, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Environmental Quality Board. This rulemaking amends 25 Pa. Code Chapters 78, 109 and 252. The proposed regulation was published in the January 22, 2005 Pennsylvania Bulletin with a 30-day public comment period. The final-form regulation was submitted to the Commission on October 26, 2005.
This regulation implements Act 90 of 2002 which requires establishment of an environmental laboratory accreditation program.
We have determined this regulation is consistent with the statutory authority of the Environmental Quality Board (27 Pa.C.S. § 4105(a)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.
