Retention of Firm Specializing in Right-of-Way Acquisition [28 Pa.B. 5635] Blair County Convention & Sports Facilities Authority; S. R. 9900, Section CCA--Convention Center Assess Roads The Blair County Convention & Sports Facilities Authority (Authority) in cooperation with the Federal Highway Administration (FHWA) and the Pennsylvania Department of Transportation (Department) will retain a firm specializing in Right-of Way Acquisition to perform all acquisition services for S. R. 9900, Section CCA, Blair County Convention Center access roads. The project is located in Allegheny Township, Blair County.
The project will provide access to the Convention Center from Business Route 220 Plank Road) and PA 36 (Logan Boulevard). The services required are, but not limited to, relocation assistance planning/problem identification, appraisal planning/services, negotiations, title and settlement services, relocation assistance and payments, and property management.
A selection will be made from the Technical Proposals in response to the project scope of work. Technical Proposals must include a Standard Form 254 and 255. The scope of work is available from Cheryl Ebersole, Executive Director, Allegheny Mountains Convention & Visitors Bureau (AMC&VB), Logan Valley Mall, Route 220 and Goods Lane, Altoona, PA 16602, (814) 943-4183.
A Standard Form 254, not more than one (1) year old as of the date of the advertisement, must accompany the Technical Proposal for the firm, each party to a Joint Venture, and each subconsultant the firm or Joint Venture is proposing to use for the performance of professional services. The Form must be submitted for each subconsultant regardless of whether the subconsultant is an individual, a college professor or a company.
The Standard Form 255 must be signed, dated and filled out in its entirety, including Item No. 5 listing the proposed subconsultants and the type of services they will perform on the project.
Technical question concerning the scope of work should be directed to G. Edward Stoltz, P.E., Design Services Engineer, Pennsylvania Department of Transportation, Engineering District 9-0, at (814) 696-7204. Questions will be received until 4:30 p.m. November 19, 1998. The questions received and a written reply will be provided to all firms that request a scope of work.
Technical and Price Proposals must be received at the AMC&VB no later than Noon November 25, 1998. The Price Proposal must be submitted in a separate sealed envelope. Submit five (5) copies of the Technical Proposal and three (3) copies of the Price Proposal.
Technical Proposals will be evaluated by a Selection Committee appointed by the Authority. The Authority will establish an order of ranking (Minimum of three firms) for the purpose of negotiating an agreement. The following factors, listed in the order of importance, will be used in the evaluation:
1. Specialized experience and technical competence of the firm/team
2. Specialized experience and technical competence of the key team members
3. Proposals to expedite the project and maintain the schedule
4. Demonstration of past performance on similar projects
5. The prime and subconsultant's workload and availability of staff
6. Response to the scope of work and approach to the project
7. Location of the consultant
The Department's limitation for wages and profit will apply. The applicable overhead rate will be determined by a Federal Acquisition Regulation (FAR) audit prepared by a CPA or another governmental agency.
The Authority reserves the right to reject all proposals submitted, to cancel the solicitations requested by this Notice, and/or readvertise the solicitation for the services.
