       Pursuant to the provisions of 71 P. S. Section 2002(b), the Secretary of Transportation makes the following written finding:

       The Department of Transportation plans to construct 1.1 miles of new roadway which will follow the proposed American Parkway alignment over an abandoned railroad right-of-way. Additional roadway improvements will include turning lanes and intersection improvements at Airport Road/Lloyd Street, Airport Road/US 22 interchange, and at Dauphin Street/Irving Street. The project will require the acquisition of 0.47 acre of right-of-way from the Catasauqua Lake Park. The use of property from the Catasauqua Lake Park will be mitigated by landscaping the area of the park adjacent to the project with grasses and trees to provide a buffer zone between the roadway and the park. I have considered the environmental, economic, social, and other effects of the proposed project as enumerated in Section 2002 of the Administrative Code, and have concluded that there is no feasible and prudent alternative to the project as designed, and all reasonable steps have been taken to minimize such effect.

       No adverse environmental effect is likely to result from the construction of this project.
