HOUSING FINANCE AGENCY Property Management Services; Request for Proposals [33 Pa.B. 5480] The Housing Finance Agency (Agency) is seeking proposals for property management services for all aspects of building management and systems supervision at its new headquarters facility located at 211 North Front Street, Harrisburg, PA. The services will be needed on or around January 5, 2004.
The Agency has prepared an invitation to submit proposals (invitation) for interested applicants. The invitation is available in its entirety on the Agency's website at www.phfa.org. Information set forth in this notice provides only a summary of the invitation. Interested applicants must review the invitation in detail for a description of the services and the components of the Statement of Qualifications and Management Plan. The invitation requires submission of complete responses by 12 p.m. on Friday, November 28, 2003.
The Agency seeks proposals from qualified contractors capable of providing all aspects of management of the physical plant of the Agency. The facility is comprised of approximately 117,000 square feet of professional offices located on five floors, with three floors of parking and one additional floor of mixed use space. Management of the facility will entail all building management duties, general maintenance services, supervision of janitorial services, specialized maintenance, coordination and management of parking and subcontractors, oversight of security contracts and 24-hour response capacity, coordination of all aspects of mechanical, electrical and elevator service contracts and management of components under warranty.
Interested contractors must attend a preproposal conference on Friday, November 14, 2003. Preregistration for the conference is required by November 10, 2003, by contacting Deborah A. The Agency reserves the right to amend this process, to extend the process and deadlines and to withdraw its invitation at any time. Further, the Agency may negotiate separately with competing contractors and may request supplemental information and oral presentation as it deems appropriate to evaluate bid qualifications.
