Regulation No. 18-422 (#2906)On September 1, 2011, the Independent Regulatory Review Commission (Commission) received this regulation from the Department of Transportation (Department). This rulemaking deletes Chapter 21 of 67 Pa. Code. Notice of proposed rulemaking was omitted for this regulation; it will become effective upon publication in the Pennsylvania Bulletin.
This final-omitted rulemaking deletes Chapter 21 of the Department's regulations. Chapter 21 was promulgated in 1977, and its purpose was to establish the form and manner in which odometer disclosure statements were made as prescribed by Section 1112 of the Vehicle Code (75 Pa.C.S.A. § 1112). Section 1112 was repealed in 1983.
We have determined this regulation is consistent with the statutory authority of the Department (75 Pa.C.S.A § 6103(a)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

Philadelphia Parking Authority—
Philadelphia Taxicab and Limousine Regulations;
Regulation No. 126-1 (#2885)On December 28, 2010, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Philadelphia Parking Authority (PPA). This rulemaking adds Part II to 52 Pa. Code. The proposed regulation was published in the January 15, 2011 Pennsylvania Bulletin with a 30-day public comment period. The final-form regulation was submitted to the Commission on July 21, 2011 and withdrawn on August 12, 2011. The final-form regulation was re-submitted to the Commission on August 31, 2011.
This final-form regulation is a comprehensive rulemaking that establishes standards of operation for Philadelphia taxicab and limousine service providers.
We have determined this regulation is consistent with the statutory authority of the PPA (53 Pa.C.S. §§ 5701 et. seq.) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.
