  • Geographic Areas Designated for Display of Vehicle Window Registration Stickers as an Alternative to the Registration Plate Mounted Stickers

       The Department of Transportation (Department), acting through its Bureau of Motor Vehicles, intends to pilot the use of a new-style vehicle window registration sticker in specific geographic areas of this Commonwealth. During the pilot program, the new-style vehicle window sticker will be issued to vehicle owners of all passenger cars and lightweight trucks as defined by the Department in designated areas of this Commonwealth in lieu of the registration plate mounted stickers that will continue to be used in all other areas of the state.

       The authority for this pilot program is contained in 67 Pa. Code § 47.4 (relating to validating stickers), regarding the display of registration validation stickers. See 30 Pa.B. 5448 (October 21, 2000). Only the following zip code locations found in the Philadelphia area of the Commonwealth will be issued the new-style window sticker.

       To be eligible for participation in this program, a passenger car or lightweight truck owner with an address identified by one of the above zip codes. The vehicle owner will receive the new-style window vehicle registration sticker in lieu of the registration plate mounted sticker.

       In addition to trucks with a Gross Vehicle Weight Rating (GVWR), the following vehicles will be exempt from these requirements under § 47.4(e):

    Commercial Implements of Husbandry
    Commonwealth-owned vehicles
    Dealer vehicles
    Emergency vehicles
    Farm trucks
    Fleet vehicles

    Mass Transit Vehicles
    Motor Homes
    Motorcycles
    Motorized Pedalcycles
    Municipal Government-owned vehicles
    Omnibuses
    School buses
    School vehicles
    Special mobile equipment (SME)
    Street Rods
    Taxis
    Trailers
