    Certification to Perform Radon-Related Activities in this Commonwealth

    Public Meeting for Source Water Assessment; Mountain Water Association

       The Department of Environmental Protection (Department) will hold a public meeting on October 26, 2004, for the Source Water Assessment for Mountain Water Association. The Source Water Protection Assessment Program (SWAP) meeting will be held on October 26, 2004, at 6:30 p.m. at the Mountain Water Association Office, 2799 Morgantown Road, Smithfield, PA.

       The purpose of this meeting is to provide a review of the draft SWAP Report and an opportunity for the public to voice any additional concerns or make suggestions regarding the assessment of the groundwater source within the Brownfield Hollow Watershed. This watershed is the source of public water supplied by the Mountain Water Association.

       The Safe Drinking Water Reauthorization of 1996 required states to develop a SWAP to assess drinking water sources that serve public water systems for their susceptibility to pollution and to use this information as a basis for building voluntary, community-based remedies to drinking water contamination. The SWAP assessments are of raw water quality, not of finished water quality and are not intended as a measure of water supplier compliance with the Safe Drinking Water Act. These source water assessment public meetings will assist the Department in gaining vital information about the watershed in the vicinity of groundwater sources and in gaining public support for the assessments. The ultimate goal of the assessments is to support and promote the development of voluntary, local source water protection programs and to reduce the threat of contamination of public drinking water.

    Request for Comment and Notice of Public Meeting for the Proposed Total Maximum Daily Load (TMDL) Developed for Long Valley Run in Bradford County

       The Department and the Susquehanna River Basin Commission (SRBC) are holding a public meeting on October 18, 2004, at 7 p.m. at the Stoll Natural Resource Center, Lake Road, Towanda, PA. The purpose of the meeting is to discuss and accept comments on the proposed TMDL developed for Long Valley Run in Bradford County. In accordance with the requirements of section 303(d) of the Clean Water Act, several stream segments in the watershed have been identified as impaired due to high levels of metals, from acid mine drainage.

       The proposed plan provides calculations of stream's total capacity to accept metals (aluminum, iron, manganese and acidity), pH and maintain levels below water quality criteria. The applicable water quality criteria are as follows:

       The primary pollutant source for the watershed is abandoned mine workings. This watershed was mined for coal throughout the 19th and 20th centuries. The affects of this are still present. All on the allocations made in the TMDL are load allocations, which are made to nonpoint sources of pollution.

       The TMDL was developed using Monte Carlo Simulation (MCS) to determine long-term average concentrations that each stream segment could accept and still meet water quality criteria 99% of the time. MCS allows for the expansion of a data set based on its statistical makeup. Since there was no critical flow condition where criteria were exceeded, the Department used the average flow to express the loading values in the TMDL.

       The TMDL sets allowable loading rates for metals and acidity at specified points in the watershed. The basis of information used in the establishment of this TMDL is, SRBC collected, 604(b) report data collected during 2002 and 2003.

       The data and all supporting documentation used to develop the proposed TMDL are available from the Department. The proposed TMDL and information on the TMDL program can be viewed and printed on the Department's website: www.dep.state.pa.us/watermanagement_apps/tmdl/. The Department will consider all comments in developing the final TMDL, which will be submitted to the EPA for approval.
