    Emergency Shelter Grant Program

       The Department of Community and Economic Development (DCED), Center for Community Building, is anticipating applying for funding through the United States Department of Housing and Urban Development.

       The Emergency Shelter Grant Program (program) is established within subtitle B of Title IV of the Stewart B. McKinney-Vento Homeless Assistance Act (42 U.S.C.A. §§ 11371--11378). The program authorizes grants for the rehabilitation or conversion of buildings for use as emergency shelters for the homeless, for the payment of certain operating expenses and essential services in connection with emergency shelters for the homeless and for homeless prevention activities. The program is designed to be the first step in a continuum of assistance to enable homeless individuals and families to move toward independent living as well as to prevent homelessness.

       Local government entities must submit one copy of the application to the Customer Service Center, DCED, 4th Floor, Commonwealth Keystone Building, Harrisburg, PA 17120 in accordance with DCED's Single Application requirements. A copy of the application must also be sent to the appropriate regional office. The application window will open on October 15, 2001, and close at 5 p.m. on December 17, 2001. Applications received prior to or after these dates may not be considered for funding.
