DEPARTMENT OF REVENUE Pennsylvania High Card Instant Lottery Game [35 Pa.B. 304] Under the State Lottery Law (72 P. S. §§ 3761-101--3761-314) and 61 Pa. Code § 819.203 (relating to notice of instant game rules), the Secretary of Revenue hereby provides public notice of the rules for the following instant lottery game:
1. Name: The name of the game is Pennsylvania High Card.
2. Price: The price of a Pennsylvania High Card instant lottery game ticket is $1.
3. Play Symbols: Each Pennsylvania High Card instant lottery game ticket will contain one play area consisting of Game 1, Game 2, Game 3 and Game 4. Each ''GAME'' is played separately. Each ''GAME'' features a ''YOUR CARD'' area and a ''DEALER'S CARD'' area. The play symbols and their captions located in the ''YOUR CARD'' area are: 3 (THR), 4 (FOR), 5 (FIV), 6 (SIX), 7 (SVN), 8 (EGT), 9 (NIN), 10 (TEN), Jack (JCK), Queen (QUN), King (KNG) and Ace (ACE) card play symbols. The play symbols and their captions located in the ''DEALER'S CARD'' area are: 2 (TWO), 3 (THR), 4 (FOR), 5 (FIV), 6 (SIX), 7 (SVN), 8 (EGT), 9 (NIN), 10 (TEN), Queen (QUN) and King (KNG) card play symbols.
4. Prize Symbols: The prize symbols and their captions located in the ''PRIZE'' area of each ''GAME'' are: $1.00 (ONE DOL), $2.00 (TWO DOL), $4.00 (FOR DOL), $5.00 (FIV DOL), $10.00 (TEN DOL), $20$ (TWENTY), $40$ (FORTY), $250 (TWOHUNFTY), $1,000 (ONE THO) and $4,000 (FOR THO).
5. Prizes: The prizes that can be won in this game are $1, $2, $4, $5, $10, $20, $40, $250, $1,000 and $4,000. The player can win up to 4 times on a ticket.
6. Approximate Number of Tickets Printed For the Game: Approximately 12,480,000 tickets will be printed for the Pennsylvania High Card instant lottery game.
7. Determination of Prize Winners:
(a) Holders of tickets where the ''YOUR CARD'' play symbol is greater than the ''DEALER'S CARD'' play symbol in the same ''GAME,'' and a prize symbol of $4,000 (FOR THO) appears in the ''PRIZE'' area for that ''GAME,'' on a single ticket, shall be entitled to a prize of $4,000.
(b) Holders of tickets where the ''YOUR CARD'' play symbol is greater than the ''DEALER'S CARD'' play symbol in the same ''GAME,'' and a prize symbol of $1,000 (ONE THO) appears in the ''PRIZE'' area for that ''GAME,'' on a single ticket, shall be entitled to a prize of $1,000.
(c) Holders of tickets where the ''YOUR CARD'' play symbol is greater than the ''DEALER'S CARD'' play symbol in the same ''GAME,'' and a prize symbol of $250 (TWOHUNFTY) appears in the ''PRIZE'' area for that ''GAME,'' on a single ticket, shall be entitled to a prize of $250.
(d) Holders of tickets upon which any one of the ''YOUR CARD'' play symbols is a Jack Card Symbol (JCK), and a prize symbol of $20 (TWENTY) appears in each of the four ''PRIZE'' areas on a single ticket, shall be entitled to a prize of $80.
(e) Holders of tickets where the ''YOUR CARD'' play symbol is greater than the ''DEALER'S CARD'' play symbol in the same ''GAME,'' and a prize symbol of $40$ (FORTY) appears in the ''PRIZE'' area for that ''GAME,'' on a single ticket, shall be entitled to a prize of $40.
(f) Holders of tickets upon which any one of the ''YOUR CARD'' play symbols is a Jack Card Symbol (JCK), and a prize symbol of $10.00 (TEN DOL) appears in each of the four ''PRIZE'' areas on a single ticket, shall be entitled to a prize of $40.
(g) Holders of tickets where the ''YOUR CARD'' play symbol is greater than the ''DEALER'S CARD'' play symbol in the same ''GAME,'' and a prize symbol of $20$ (TWENTY) appears in the ''PRIZE'' area for that ''GAME,'' on a single ticket, shall be entitled to a prize of $20.
(h) Holders of tickets upon which any one of the ''YOUR CARD'' play symbols is a Jack Card Symbol (JCK), and a prize symbol of $5.00 (FIV DOL) appears in each of the four ''PRIZE'' areas on a single ticket, shall be entitled to a prize of $20.
(i) Holders of tickets where the ''YOUR CARD'' play symbol is greater than the ''DEALER'S CARD'' play symbol in the same ''GAME,'' and a prize symbol of $10.00 (TEN DOL) appears in the ''PRIZE'' area for that ''GAME,'' on a single ticket, shall be entitled to a prize of $10.
(j) Holders of tickets upon which any one of the ''YOUR CARD'' play symbols is a Jack Card Symbol (JCK), and a prize symbol of $2.00 (TWO DOL) appears in three of the ''PRIZE'' areas and a prize symbol of $4.00 (FOR DOL) appears in the fourth of the ''PRIZE'' areas on a single ticket, shall be entitled to a prize of $10.
(k) Holders of tickets where the ''YOUR CARD'' play symbol is greater than the ''DEALER'S CARD'' play symbol in the same ''GAME,'' and a prize symbol of $5.00 (FIV DOL) appears in the ''PRIZE'' area for that ''GAME,'' on a single ticket, shall be entitled to a prize of $5.
(l) Holders of tickets upon which any one of the ''YOUR CARD'' play symbols is a Jack Card Symbol (JCK), and a prize symbol of $1.00 (ONE DOL) appears in three of the ''PRIZE'' areas and a prize symbol of $2.00 (TWO DOL) appears in the fourth of the ''PRIZE'' areas on a single ticket, shall be entitled to a prize of $5.
(m) Holders of tickets where the ''YOUR CARD'' play symbol is greater than the ''DEALER'S CARD'' play symbol in the same ''GAME,'' and a prize symbol of $4.00 (FOR DOL) appears in the ''PRIZE'' area for that ''GAME,'' on a single ticket, shall be entitled to a prize of $4.
(n) Holders of tickets upon which any one of the ''YOUR CARD'' play symbols is a Jack Card Symbol (JCK), and a prize symbol of $1.00 (ONE DOL) appears in each of the four ''PRIZE'' areas on a single ticket, shall be entitled to a prize of $4.
(o) Holders of tickets where the ''YOUR CARD'' play symbol is greater than the ''DEALER'S CARD'' play symbol in the same ''GAME,'' and a prize symbol of $2.00 (TWO DOL) appears in the ''PRIZE'' area for that ''GAME,'' on a single ticket, shall be entitled to a prize of $2.
(p) Holders of tickets where the ''YOUR CARD'' play symbol is greater than the ''DEALER'S CARD'' play symbol in the same ''GAME,'' and a prize symbol of $1.00 (ONE DOL) appears in the ''PRIZE'' area for that ''GAME,'' on a single ticket, shall be entitled to a prize of $1.

9. Retailer Incentive Awards: The Lottery may conduct a separate Retailer Incentive Game for retailers who sell Pennsylvania High Card instant lottery game tickets. The conduct of the game will be governed by 61 Pa. Code § 819.222 (relating to retailer bonuses and incentives).
10. Unclaimed Prize Money: For a period of 1 year from the announced close of Pennsylvania High Card, prize money from winning Pennsylvania High Card instant lottery game tickets will be retained by the Secretary for payment to the persons entitled thereto. If no claim is made within 1 year of the announced close of the Pennsylvania High Card instant lottery game, the right of a ticket holder to claim the prize represented by the ticket, if any, will expire and the prize money will be paid into the State Lottery Fund and used for purposes provided for by statute.
11. Governing Law: In purchasing a ticket, the customer agrees to comply with and abide by the State Lottery Law, the regulations contained in 61 Pa. Code Part V (relating to State Lotteries) and the provisions contained in this notice.
12. Termination of the Game: The Secretary may announce a termination date, after which no further tickets from this game may be sold. The announcement will be disseminated through media used to advertise or promote Pennsylvania High Card or through normal communications methods.
