PUBLIC WELFAREImplementation of the Breast and Cervical Cancer Prevention and Treatment Program [32 Pa.B. 115] The purpose of this notice is to provide prior public notice of the Department of Public Welfare's (Department) intent to implement the Breast and Cervical Cancer Prevention and Treatment Program effective January 1, 2002.
The Breast and Cervical Cancer Prevention and Treatment Act of 2000 amended Title XIX of the Social Security Act, section 1902(a)(10)(ii)(XVIII) (42 U.S.C.A. 1396a(a)(10)(A)(ii)). This amendment provides the option to expand the State's Medicaid program to include low-income, uninsured women under 65 years of age who have been screened and diagnosed with breast or cervical cancer, or a precancerous condition of the breast or cervix, under the Centers for Disease Control and Prevention's National Breast and Cervical Cancer Early Detection Program. Through a coordinated effort of the Department of Health and its HealthyWoman Project, and the Department, women who meet special Medicaid eligibility requirements will receive treatment for their diagnosed breast or cervical cancer or precancerous condition of the breast or cervix, and the full range of preventive healthcare coverage available under the Medicaid Program.
Fiscal Impact
For Fiscal Year 2001-2002, the fiscal impact as a result of implementing this program is estimated at $3.960 million in total funds ($1.257 million in State funds and $2.703 million in Federal funds). For Fiscal Year 2002-2003, the fiscal impact is estimated at $11.938 million ($3.790 million in State funds and $8.148 million in Federal funds).
